Not Free but Worth a Try!
Creative Fabrica - some things are free here but if you subscribe there are some pretty good deals for a very reasonable price
Silhouette Studio (I have a Cricut but I bought the Business version of this software because you can make SVGs so easily with it) - the basic edition is free but you don't get all the bells and whistles (and you can't save as SVG unless you upgrade)
Procreate - for iPads (you can get a version for the iPhone but let's face it, you really need a bigger screen for designing) - I also recommend a pencil
